Brown ground beef, over medium heat until no pink remains, drain any extra fat.
Add onion, riced cauliflower and pepper and sauté until softened.
Add taco seasoning and water and stir to combine and simmer until most of the water has evaporated about three minutes.
Combine all remaining ingredients in a 9 x 13“ pan. Bake 30 to 35 minutes or until tender golden and bubbly. Broil the top if desired for extra color.
Rest 10 to 15 minutes before serving
